Trump’s 9 p.m. address will be delivered from the Oval Office and is expected to last between seven and eight minutes, according to Bill Shine, White House deputy chief of staff for communications. As of Tuesday morning, top administration officials said the president was undecided on whether to declare a national emergency over border security, a maneuver he has said in recent days he might employ to fund a border wall if Congress does not approve it.
The president would face legal challenges if he were to declare a national emergency, and it is unclear where the funds for a wall would come from in that scenario.
