Pappas & Associates Continues its Expansion Efforts
The company has hired William Schwartz to serve as its education policy expert
Today, Thomas Pappas & Associates, a leading Ohio government relations and strategic consulting firm, announced the addition of William Schwartz to its public policy consulting team.
Schwartz, with 14 years of legislative, advocacy and public policy experience, joins the firm as a seasoned lobbyist, further enhancing Pappas & Associates' ability to service key clients that include Fortune 100 companies, America’s largest retailers, professional sports leagues, major healthcare interests, cutting-edge technology entities and more.

In his most recent role as founder of The WRS Group, Schwartz successfully advocated on behalf of clients before the General Assembly and state regulatory agencies. His efforts helped achieve legislative milestones such as the enactment of a new school-funding formula and report card reform.
During his previous tenure as a lobbyist at the Ohio School Boards Association (OSBA), Schwartz represented over 3,500 school board members across 711 school districts at the Statehouse and before state government. At OSBA, he led efforts to monitor legislation, develop public policy strategies and interact with state and national media. While there, he was also called on to play key policy development and analysis roles for the Ohio Education Policy Institute and Ohio School Law Journal.
Schwartz began his career with the Ohio Legislative Service Commission where he drafted legislation and conducted research in K-12 and higher education. Having worked in and around the Ohio Statehouse for countless election cycles, Schwartz brings a keen understanding of Ohio's political environment to the firm. With a Bachelor of Arts in International Studies from Miami University and a diverse background that includes an Arabic language immersion program, Schwartz brings a unique perspective to the firm and its clients.
